What is the Certificate 3 Guarantee Program?

Student Information

The Certificate 3 Guarantee program provides subsidies to assist eligible Queenslanders who do not have a post-school qualification higher than a Certificate II, to obtain a Certificate III level qualification.

A Certificate III is the first level of post-school qualification shown to have a significant impact on a person’s employment and earnings. It is also the level of qualification usually required to secure a job in industries such as aged care, childcare, hospitality and business.

The Certificate 3 Guarantee is for eligible Queenslanders who commence a Certificate III level course on or after 1 July 2013.

To be eligible for the Certificate 3 Guarantee you must:

  • Not hold or be already undertaking, a Certificate III or higher level qualification (Certificate III qualifications completed at school are not counted)

  • Be 15 years of age or older

  • Have finished secondary school or left school

  • Be an Queensland resident: that is an Australian Citizen or permanent resident living in Queensland, or a New Zealand citizen permanently residing in Queensland, i.e. a person with a New Zealand Passport who can also produce documentary evidence of a Queensland residential address.

Employment status does not matter, nor is there a minimum education requirement – only the standard entry requirements for the course of study.

Under the Certificate 3 Guarantee program, you are only entitled to one Queensland Government subsidised training place in a funded Certificate III qualification.

Under the Certificate 3 Guarantee, the Queensland Government will subsidise training costs for students across a range of courses at the Certificate III qualification level. The Queensland Government will, on your behalf, directly pay the training provider the level of subsidy related to the course you enrol in. The amount the subsidy, depends on its priority level, which is based on the demand for skilled workers in the areas of study.

You must meet the remaining costs associated with the course. students should expect to contribute to the cost of their training through a student contribution fee. Some students, including those with a health care or pensioner concession card as well as Aboriginal and Torres Strait Islanders, will receive a higher subsidy.
